Weird electrical problem

My NL seems to be having an intermittent electrial problem, usually when it's raining, or has been. If I start the engine and the top 4WD lights start flashing then power to windscreen wipers and the ventilation fan seems to be less than normal, i.e. they go slower. When the lights stop flashing they speed up. I get an occassional flicker of the handbrake warning light and sometimes the radio will switch off and then back on again.

Any ideas on where to start looking?
